The parking committee is a collection of HOA members who have donated their personal time to understand the parking legalities and realities, survey resident needs, and suggest changes.
The parking committee has no authority to create and enforce any rules, that power lies with the board - and with the city of Tustin.

When the HOA was created, the city had rules for signing off on the construction. Among those are that the city needed to provide a public park, and public parking.
Parking has nearly always been a concern within this community. At a certain point our “L-brackets” were painted down to provide better guidance on where parking is appropriate.
In 2022 the board considered instrumenting a parking permit plan. A survey went out to the community to vote on the specific plan, which was overwhelmingly vetoed. In summer 2023, the board went ahead and instrumented that exact plan.
This causes our community to band together and push back, triggering a special election for reversing the parking rules - for which the ballots are currently out, please vote.
We also called for a board recall, causing most board members to step down. This recall is still pending.

Our understanding is the city requires us to make 115 spaces open for public parking, out of a total estimated 213 spaces.
A car can remain parked for 72 hours before it is considered “stowed” and can be towed.
As with any legal matter, there are gray areas here and we will keep this up to date as the legalities are clarified.

According to the HOA’s CC&Rs, your garage must remain cleared enough to park two vehicles. This is difficult to enforce, but if you are using your garage for other purposes, this is a violation.
